What are notice governments and How Do They Work?

The Bangladesh Government has issued a notice on the 7th of September, 2021 with a series of notices to oversee the administration in Bangladesh. The notice also warns all citizens of Bangladesh to avoid causing damage to their land. These governments have now instructed citizens to not cross the border into these areas and not to alter boundary walls.
